There are number of choices available. Some involve existing systems, others may be services that need to be set up, contracted and implemented.  Within your particular city or area, you will have a a Metropolitan Planning Organization or MPO. They are the central organization that manages Federal Funds for things like road construction, available mass transit and possibly Transportation Management Organizations or MPO.
